Mark W. Warter, President

Mark W. Warter, the founder and President of Frontier Partners, has more than 25 years of search and staffing experience, and is recognized as a leader in the field of retained search.

Mr. Warter began his professional career in college administration during which time he served as Director of Admissions at C.W. Post Center of Long Island University and later as a Dean of Admissions and Financial Aid at Bentley College in Waltham, Massachusetts. Mr. Warter later went on to lead the Staffing Department at Data General Corp. as it became a recognized force in computer technology. He was later recruited to The Sprague Electric Company, a $600 million, 11,000-employee electronics company to lead its Human Resource Department, before serving as the Vice President of the Leverage Practice of Isaacson, Miller, one of the nation’s largest search firms specializing in serving clients in the not-for-profit sector. During his tenure at IM, he became recognized for his work in providing consulting services for some of Boston’s finest medical and academic organizations.

Mr. Warter served for nine years as an EMT/Firefighter north of Boston; he is currently a postulant for Holy Orders in the Episcopal Church and lives in Southern Rhode Island.

His academic qualifications include a Masters in Administration from Boston College.

 

 

Shelagh Smith, Director

Ms. Shelagh Smith has been with the Firm since 1993 and has been instrumental in successfully completing a number of search engagements in higher education, corporate/private industry and municipal search.

In addition to her experience in retained executive search, she has served as the Director of National Recruitment for Seniorlink, a nationwide provider of geriatric care management services. In that role, she identified and recruited allied health professionals including nurses, gerontologists, and social workers, as well as partnered with the Visiting Nurses Association of America to ensure that medical services were readily available to elder clients in need.

She came to Frontier Partners, Inc. from Isaacson, Miller where she served as a Senior Recruiter in the Leverage Practice, and brings to her role a rich diversity of experience in healthcare recruitment and academic searches. Ms. Smith serves as an Adjunct Professor at the University of Massachusetts, teaching Business Communications, and lives in Southeastern Massachusetts.

Her academic qualifications include a Masters in Professional Writing from the University of Massachusetts.

 

Barbara Jackson, Associate of the Firm

Ms. Barbara Jackson's areas of expertise lie not only in recruitment, but also in the creation and oversight of Assessment Centers. She brings to projects more than twenty years experience in management and consulting, and has served clients that include Time Magazine, the United Nations, and the Commonwealth of Puerto Rico. Barbara has held key management positions in state and municipal governments, all of which required rapid diagnosis of core operational problems and the implementation of solutions.

Barbara Jackson came to Frontier Partners, Inc. from Alignment Technologies, a consultancy focused on achieving excellence in operational and individual performance, that assisted large organizations, States, and International Governments to achieve sustainable growth and high performance. A few of her clients include Time Magazine, United Nations Development Program, the Commonwealth of Puerto Rico, Harvard Graduate School of Design, and various organizations within GE Capital’s European Division.

Additional positions held include Budget Director for the Commonwealth of Massachusetts; Commissioner of Surface Transit for the NYC Department of Transportation; and Vice President of Finance for NJTransit. She is an avid sailor and lives in the historic village of Wickford, on Narragansett Bay in Rhode Island.
